Record Number of Personal Data Notifications: RKN Faces Overload

Increased fines up to 300 thousand rubles for failure to submit notifications lead to mass registration of entrepreneurs

Roskomnadzor (RKN) has recorded an unprecedented increase in notifications regarding the processing of personal data. Previously, the agency received between 500 and 800 notifications per day, but in the last 24 hours, this figure reached 390 thousand. The sharp increase has caused problems with the availability of the RKN website, which have been reported in recent days.

According to current legislation, all companies and individual entrepreneurs are required to notify Roskomnadzor of the start of personal data processing. From May 30, 2025, the fines for the absence of such notifications have significantly increased. The maximum fine for legal entities and individual entrepreneurs has increased from 5 thousand to 300 thousand rubles. The innovation has prompted many small entrepreneurs to register with RKN to avoid financial penalties.

According to the RKN press service, the total number of registered notifications reached 1.28 million. For comparison, at the end of April, this figure was only 0.97 million. A significant portion of new notifications are still in the registration stage, which also affects the agency's work.
