The Government of the Russian Federation, the Ministry of Internal Affairs, and the Central Bank will develop measures to connect road cameras to the verification of OSAGO policies by November 1. The corresponding instruction was given by Russian President Vladimir Putin.

The decision was the result of discussions that have been ongoing for over a decade. This is how long the Russian Union of Motor Insurers has been seeking to launch policy verification through cameras. According to representatives of the union, about 10% of drivers drive without OSAGO.

At a government meeting on April 15, where the national project "Infrastructure for Life" was discussed, Vladimir Putin emphasized the need to improve the administration of offenses related to the absence of OSAGO. Currently, inspectors check for policies manually, which creates additional difficulties. The fine for not having a policy is 800 rubles, and for a repeated violation — from 3 thousand to 5 thousand rubles.

The main problem lies in the insufficient readiness of databases for automatic verification. In Moscow, for example, several tens of millions of cars are recorded daily, which requires significant server capacity. Insurers offered temporary solutions, but they were not implemented.

The Ministry of Internal Affairs has already begun preparations for automatic policy verification, concluding a contract to modernize the "Pautina" system, which covers more than 30 thousand violation recording complexes. The work is scheduled to be completed in October 2026, but the deadlines may change in light of new instructions.

The Russian Union of Motor Insurers emphasizes the importance of strengthening control over drivers without OSAGO. At the same time, experts believe that it is necessary not only to tighten control, but also to reduce OSAGO tariffs to make policies more accessible to citizens.
