Volume of Thefts via Banks Decreased by 25% in Q1 2025

Fraudsters stole 6.7 billion rubles since the beginning of the year

In the first quarter of 2025, the volume of thefts via banks in Russia decreased by 25% compared to the fourth quarter of 2024, amounting to 6.7 billion rubles. The return of stolen funds decreased by almost half, falling from 0.9 billion to 0.5 billion rubles, which led to a decrease in the share of refunds to 7.8%. This indicator is significantly lower than the level at the end of last year.

Experts attribute the decrease in thefts to new legislative measures that allow banks to block suspicious transfers for up to two days. This measure has helped prevent many fraudulent transactions at the authorization stage. However, many small banks cannot afford modern monitoring systems, which creates vulnerabilities.

The decrease in returns is due to a change in the practice of qualifying transactions. Banks have increasingly classified transfers as being made by the client under the guise of deception, which allows them to avoid compensating for damages. The change in approach is due to the need to adapt to new conditions and reduce pressure from the public.
