According to the updated shipbuilding development strategy until 2036 and 2050, presented by the Russian government, the Russian tanker and passenger fleet shows alarming wear and tear indicators. 68% of tankers and 70% of passenger ships are over 30 years old, with 18% of the latter being operated for more than 60 years.
The structure of the cargo fleet of the Russian Federation in terms of carrying capacity is evenly distributed between product tankers and dry cargo ships. The tanker fleet numbers 910 vessels, the dry cargo fleet — 1,465 vessels. The Russian tanker fleet is characterized by a high degree of wear and tear: 68%, or 572 vessels are over 30 years old. The most outdated segment is oil tankers, in which 564 vessels belong to this age category.
The fleet intended for the transport of dry cargo is also in a deplorable state: 76% or 1076 vessels are over 30 years old. Of these, 1037 vessels are designed for the transport of general and refrigerated cargo.
As of December 2023, the provision of export transportation by the Russian fleet is at a low level for all key cargoes. The low availability of its own fleet and its high degree of wear and tear create risks for ensuring the transport and energy security of the Russian Federation. To mitigate these risks, it is necessary to increase the volume of construction of cargo ships, especially for sea transportation.
As part of the development strategy, it is planned to allocate more than 500 billion rubles to support manufacturers, ship customers and the production of components in the next six years. By 2036, the utilization rate of existing production facilities should reach 61%, and by 2050 — 73%. At the same time, it is necessary to ensure the implementation of the state defense order, increase the share of the civil fleet built at Russian shipyards to 61% by 2036 and to 64% by 2050. It is also planned to increase the share of serial vessels produced by Russian enterprises from 30% to 50% of the total volume of shipbuilding by 2036 and to 80% by 2050.
