The Ministry of Industry and Trade may include charging hubs in a new program for subsidizing stations for electric vehicles. This applies to locations where several charging stations are located at once, each of which can apply for a subsidy. VEB.RF is also developing another support mechanism for hubs that are equipped with one or more powerful power modules.
The program for subsidizing the installation of stations for electric vehicles was in effect in 2022–2024. The maximum subsidy amount was 60% of the station's cost, and the same amount was allocated for technological connection. However, the total amount could not exceed 1.86 million rubles for connection to networks and 0.9 million rubles for technological connection.
The Ministry of Industry and Trade confirmed the discussion of the idea of creating hubs — charging infrastructure complexes with a separate block of power modules. However, the basic tool for the development of electric charging stations involves supporting only stand-alone facilities. VEB.RF is also considering projects for creating charging stations.
The Chairman of the Association of Manufacturers and Operators of Electric Charging Stations (APOES), Armen Safaryan, explains that a "charging hub" is a place where more electric vehicles can be charged simultaneously than at a stand-alone station.
Charging hubs can be either one powerful power module with user interfaces located in the parking lot, or several standard stand-alone stations. Currently, there are only a few such hubs in the country, and they are all groups of stand-alone stations.
At the same time, charging hubs with a single power module are a more flexible solution, allowing for charging with greater power, including different types of vehicles depending on the location.
Electric charging station operators are concerned about the low utilization rate of existing stations. Rosseti noted that their stations are only 2–4% loaded, which is not enough to pay off in eight to ten years.
Earlier, specialists from the Radioelectronic Technologies concern developed fully Russian power modules with a capacity of 30 kW for electric vehicle charging stations. These modules surpass domestic counterparts in terms of technical characteristics.
