The Russian Cabinet is considering the possibility of transferring the functions of the guaranteeing supplier (GS) of electricity from "Rosseti" to a specialized sales company in the North Caucasus. The decision is due to the historically low payment discipline in the region, where debts in the wholesale electricity market reach 65.1 billion rubles, which is 91.2% of the total debt in the country.
According to journalists, Deputy Prime Minister Alexander Novak instructed the relevant departments to develop proposals for transferring the functions of the GS to a new structure, which should start operating as early as 2025. The main goal of the changes is to improve payment discipline and reduce financial risks for "Rosseti", which currently combines the functions of transmission and sale of electricity.
Experts note that the transfer of GS functions may reduce "Rosseti"'s revenue, but in the context of high accounts receivable, it may also reduce losses from non-payments. The need for changes in the sales system has been brewing for a long time, and the authorities are striving to bring the actual work in the market in line with the legislative norm, experts believe.
It should be reminded that the guaranteeing electricity supplier is a commercial organization that is obliged to conclude an energy supply agreement with any consumer who applies to it. Guaranteeing suppliers operate throughout Russia, but only within their area of responsibility. The status of such a company is established by the Ministry of Energy based on the results of an open competition; the agency also has the right to annul it.
