Special measures to counter fraud in WhatsApp and Telegram messengers need to be developed separately, said the head of the State Duma Committee on Information Policy, Sergei Boyarsky.
Boyarsky emphasized that both messengers remain outside the technical and legal regulation of Russia. According to him, the decision to respond to fraudulent activities in these services is made at the discretion of the companies themselves, and he has no hope for agreements with them.
The Minister of Digital Development, Maksut Shadaev, in turn, clarified that a ban on the operation of messengers in Russia is not planned. He noted that it is necessary to maintain a balance between the convenience of using services and the risks of fraud.
The Ministry of Digital Development intends to finalize the second package of measures to combat cyber fraud by the summer. Details of the initiative have not yet been disclosed. In March, the State Duma adopted the first bill to protect citizens from Internet and telephone fraud.
