New measures from the Ministry of Digital Development will help citizens avoid spam and fraudulent activities

The Ministry of Digital Development of Russia has announced important changes in the field of mobile communications. From September 1, 2025, citizens will be able to set a self-ban on concluding contracts with telecom operators through the "Gosuslugi" portal. The innovation is aimed at protecting Russians from fraudsters who use SIM cards for illegal activities.

Operators will be required to check for a self-ban from customers. If a citizen has set such a ban, they will be denied a new SIM card. This measure will complicate the lives of attackers who are trying to register numbers for fraudulent schemes.

The new law will provide an opportunity to refuse to receive advertising SMS and unwanted calls. Citizens will be able to submit an application to the operator in any convenient way: in person, through a mobile application, or by email. The request to stop mailings will be valid from the day following the submission.

The exception will be calls from state bodies and organizations, the list of which will be determined by the government. The measures should help create a safer environment for mobile users and reduce the level of fraud in the country.
