Russia Postpones Artificial Intelligence Regulation for Two Years

The government does not consider it right to "start with regulation" at an early stage of AI development

In the next two years, legislative regulation of artificial intelligence will not be introduced in Russia.

Premature restrictions may slow down technological development, and the current stage requires monitoring global experience.

We do not believe that now is the time to start with regulation of development and application itself.
Deputy Prime Minister of the Russian Federation Dmitry Grigorenko

The government also noted that it is important not to come up with initiatives to regulate AI too early or too late.

There is currently no systematic regulation of AI in Russia. Since 2023, United Russia has been developing a bill aimed at preventing fraud using AI. In December, the government submitted an initiative to the State Duma obliging developers to insure liability for harm caused by their technologies.

Self-regulation is developing in parallel: companies are adopting ethical codes, such as the National Code of Ethics for AI. Yandex emphasizes that it is important to respond to real risks, not phobias, while maintaining a balance between innovation and security.
