Central Bank Proposes Notifying Parents About Children's Card Transactions Until They Reach Adulthood

The Bank of Russia supported the Ministry of Internal Affairs' initiative to criminally prosecute droppers

The Central Bank of Russia has proposed introducing a notification system for parents regarding the movement of funds on their children's cards until they reach adulthood. This measure is aimed at protecting against the involvement of adolescents in criminal schemes, such as droppers, according to the head of the regulator, Elvira Nabiullina.

The Central Bank supports the Ministry of Internal Affairs' initiative to criminally prosecute droppers, not just hold them materially liable. Nabiullina expressed concern about the involvement of minors in these schemes. According to her, adolescents and young people are actively becoming part of such crimes, often without realizing their full seriousness.

The Bank of Russia intends to propose that banks introduce a mechanism whereby parents will receive notifications that their children have been issued cards, as well as about all transactions on them. These notifications will be sent until the child reaches adulthood. This will help prevent young people from participating in illegal activities and raise awareness among parents and banks.

A dropper, or drop (from the English "drop"), is a person whose bank card is used to transfer or cash out stolen money.
