Russia Strives for Technological Sovereignty

Russian authorities intend to increase funding for all areas of scientific research in 2025. Allocations for civil science will increase by 158.2 billion rubles compared to 2023, reaching 850 billion rubles, according to calculations by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) at the Higher School of Economics (HSE).

Expenditures on applied research will increase by 3.2%, amounting to 538.6 billion rubles, on fundamental research — by 9.3%, to 311.4 billion rubles, and on civil science — 2.9% of the federal budget and 0.4% of the gross domestic product. In 2024, according to the budget, expenditures on civil science amounted to 720 billion rubles.

The main part of the funding will be directed to support applied research: it is planned to allocate almost two-thirds of the total amount of allocations for this. A significant share of the funds will be directed to research in the field of national economy, healthcare, and solutions to national issues.

The growth in science funding is due to the authorities' стремление to achieve technological sovereignty. This will require investments from both the state and business. As part of the Strategy for Scientific and Technological Development of the Russian Federation, signed by the president in February 2024, it is planned to gradually increase total expenditures on research and development to 2% of GDP by 2030.

Russia's civil science priorities for the coming years are focused on the practical needs of industry and breakthrough technologies. To this end, the pilot project «Госзадание 2.0» is being launched in 2025, which involves the formation of a state order for research taking into account the needs of the real sector of the economy.
