Too frequent and fast transfers, as well as transfers from inactive cards, may be suspected

To combat fraudsters who swindled 168 billion rubles from Russians in 2024, in 2025, the Central Bank, together with Russian banks, is introducing significant restrictions on transfers, which may affect ordinary Russians as well. And this is not just blocking suspicious details within an hour.

The reason for blocking the card may also be how its owner uses the card in general. According to experts, the following may be suspected:

  • transactions for debiting and crediting funds in the amount of 100 thousand rubles per day and more than 1 million rubles per month;
  • sending or receiving more than 30 transfers per day;
  • sending funds from an account to more than ten recipients - individuals per day and/or to more than 50 recipients per month;
  • too quick resending of just received funds, when less than one minute passes between crediting and transfer;
  • transfers from cards that do not pay for mobile communications, electricity and other utility payments, purchases and other services that a person uses in ordinary life;
  • a card whose average balance in the account during the week does not exceed 10% of the average daily volume of transactions.

The Russian government previously submitted to the State Duma a bill that will oblige telecom operators to suspend services and freeze money in subscriber accounts at the request of the Ministry of Internal Affairs, the Federal Tax Service, the Federal Customs Service or the Prosecutor's Office, as well as by a court decision. Currently, subscribers can withdraw funds from their telephone accounts or use them for online purchases, even if their bank accounts are frozen. This scheme, which allows withdrawing money from mobile numbers, is often used by fraudsters who have gained access to users' personal accounts.
