Bailiffs will recover digital rubles for debts from January 1

Digital wallets do not have protection in the form of a subsistence minimum

From January 1, 2025, bailiffs in Russia have the right to recover debts from citizens and organizations in digital rubles. This became possible due to changes in the federal law of July 24, 2023, which regulate the procedure for recovering digital rubles from a debtor.

According to the changes, if the debtor does not have sufficient funds in bank accounts or deposits to repay the debt, recovery may be levied on digital rubles stored in his digital wallet. At the same time, if the funds in the debtor's digital wallet correspond to the amount of debt, the digital ruble platform operator will transfer this amount to the deposit account of the Federal Bailiff Service (FSBP).

Unlike ordinary bank accounts, digital wallets do not have protection in the form of a subsistence minimum. Their recovery can be made for the full amount of debt.

Digital rubles are stored in special accounts opened on the platform of the Bank of Russia. They can be accessed through mobile banking applications and online banking. This new form of payment and money transfer was created to ensure the possibility of transactions without dependencies on bank restrictions, such as commissions and limits.
