Assistant Minister of Defense for Ideological Work in the Armed Forces of Belarus, Leonid Kasinsky, previously stated that the supply of "Tor-M2K" systems is part of an intergovernmental agreement between Russia and Belarus. According to him, "Tor-M2K" is effective for engaging aerial targets at various altitudes.

"Tor-M2K" is one of the most modern mobile short-range air defense systems in Russia's arsenal. Built on the "Tor-M2" platform, the complex is designed to protect against a wide range of aerial threats, including aircraft, UAVs, cruise missiles, and high-precision munitions.
