Russian Deputy Prime Minister Dmitry Chernyshenko proposed creating a special scientific hub. It will contain data on scientific developments funded by the state. For the hub to function, legislation regulating the circulation of scientific data is needed.
I believe it is important to work out the issues so that scientific data sets and R&D reports performed with state participation are uploaded to this data hub.
The Deputy Prime Minister said that modern legal regulation in the field of scientific data is needed. This is important for training domestic artificial intelligence models. Chernyshenko added that models should be trained on Russian, not foreign, data.
