Car manufacturers from other countries, including China, must provide Russia with technical documentation for their cars. Such a proposal was sent to the government and the Ministry of Industry and Trade by a group of senators from the Federation Council. The document proposes to amend legislation and technical standards.
If the initiative is approved, foreign car manufacturers will be required to provide access to their service centers, diagnostic protocols and spare parts catalogs. This will allow small car services to repair imported cars.
Currently, access to service centers is limited, which creates difficulties for car owners, forcing them to contact official service centers at high prices.
According to Ilya Plisov, a member of the board of the Union of Car Services, the state has never demanded that foreign car manufacturers provide technical information, unlike other countries where this is common practice. Now this creates difficulties during repairs, especially with modern cars that are equipped with many electronic functions.
As a reminder, from February 1, 2025 to February 28, 2026, at the initiative of the Ministry of Industry and Trade, marking of auto parts may be introduced in Russia. First, it will be tested on filters, spark plugs and various types of automotive glass.
