The draft law from the Ministry of Digital Development has already been published on the federal portal of draft regulatory legal acts. It proposes to oblige companies that call mobile operators' subscribers to provide information about the purpose of the calls. A call from a company that does not want to inform the subscriber about the purpose of the call will be automatically blocked, and the system will also block fraudulent calls.
Companies making calls to mobile network subscribers, especially mass calls, will be required to inform their operator who they are and why they are calling. This data will be automatically transmitted from operator to operator, and the source of the call will be identified on the subscriber's phone. At the same time, the subscriber will have the right to refuse mass calls or choose only those companies from which they are willing to receive calls. If the company does not provide the necessary information, the call will be blocked. The criteria for mass calls and the rules for the transfer of information will be determined by the government.
According to the agency, major mobile operators in Russia already block an average of up to 0.5 billion unwanted calls per month, made for fraudulent activities or to impose unwanted services on the subscriber. If the bill is passed, this blocking function will be available to all subscribers on a permanent basis.
Earlier, Roskomnadzor announced that it plans to start blocking calls from 5% of operators not connected to "Antifraud."
