This year, the autumn draft in Russia will focus on digital technologies and the use of the state services platform.
Conscripts will receive paper summonses against signature or by registered mail, but an important innovation will be the possibility of appealing decisions of draft boards in pre-trial procedure. A complaint can be submitted through the "Gosuslugi" portal or in person at the MFC in writing. This innovation greatly simplifies the appeal process for citizens and makes it more accessible.
Equally significant is the creation of a Unified Register of those Liable for Military Service, which was initiated in April 2023. Although the Ministry of Digital Development assumed that the register would not be operational until 2025, the President of Russia instructed that it be used during the upcoming autumn draft. In test mode, the website of the unified register began operating on September 18 in three regions of Russia — Mari El, Sakhalin and Ryazan regions.
