The Ministry of Transport has approved a pilot training program for heavy UAVs

The program is expected to take effect from March 2025

The Ministry of Transport of Russia has developed the first training program for external pilots of unmanned aircraft systems weighing more than 30 kilograms. The draft departmental order, posted for public discussion, regulates the training of specialists to control such unmanned aircraft.

The program for creating a standard training program for aviation personnel specialists was developed in accordance with the law "On Education in the Russian Federation." After public discussion, the project will be approved by order of the Ministry of Transport of Russia.

The department notes that the segment of unmanned aircraft systems is rapidly developing, and there is a need to train pilots for heavier aircraft used in agriculture, logistics, monitoring and other areas of civil industry. Controlling a drone weighing more than 30 kilograms requires special training and an appropriate state of health.

The training program will be conducted exclusively in certified aviation training centers (ATCs) according to approved standard programs. The development of the program was assigned to the Russian University of Transport with the participation of Rosaviation, Rostransnadzor, aviation educational institutions, and UAS development enterprises. The Civil Aviation Academy of RUT (MIIT) was the main ideologist of the program.

The program will take effect from March 2025 and will include theoretical and practical training, including on simulators. Pilots will be trained in air law, operation of unmanned vessels, radio communications, fundamentals of air navigation, aerodynamics and meteorology, as well as the maintenance of flight and technical documentation.

To enroll in the training program, secondary vocational education and a valid medical certificate from the medical flight expert commission will be required.
