The new bill on providing banking services in remote settlements is an important step in supporting the rural population, according to Stanislav Paulauskas, a member of the expert council of the State Duma Committee on the Financial Market.
According to him, the ability to withdraw and deposit cash in grocery stores can significantly improve the quality of life and stimulate economic activity in the regions.
Paulauskas noted that in rural areas, many entrepreneurs operate under a patent taxation system, which does not provide for credit and financial services. This limits the ability to provide local residents with cash withdrawal and deposit services, which creates practical problems.
The bill solves several key tasks: it simplifies access to financial services and supports local businesses. The government has already supported the initiative and plans to consider the bill in the autumn session.
The document stipulates that retail chains will be able to provide cash withdrawal and bank card top-up services if they obtain the status of a payment agent and conclude an agreement with a bank. Credit institutions will control the activities of such trading enterprises.
