The State Duma Committee on Information Policy, IT and Communications has approved amendments to the second reading of the draft law concerning the ban on trash streams. The specialized committee has introduced amendments to the document allowing the blocking of websites by decision of the President of the Russian Federation.
The author of the amendment is listed as Committee Chairman Deputy Alexander Khinshtein. The changes do not introduce separate criteria or restrictions for bans by the president.
The ban on information is justified by the protection of the constitutional order, morality, health, rights and legitimate interests of other persons, ensuring the defense of the country and the security of the country.
The document also states that Roskomnadzor will block websites with information prohibited by the president, at the request of the Prosecutor General's Office.
