The Cabinet Gave a Negative Review to the Draft Law on the Registration of Electric Scooters

The draft law on the registration of electric scooters received a negative review from the Russian government. The relevant committee of the State Duma also did not support the document, recommending that it be rejected in the first reading.

The draft law on the registration of personal mobility devices (PMD), which include electric scooters, was submitted to the State Duma deputies for consideration in October 2023. The initiative involves establishing the legal status of PMDs to monitor compliance with traffic rules.

The Cabinet and the relevant committee of the lower house of parliament believe that the bill does not solve the problem of violations. In addition, the process of registering an electric scooter to the owner or re-registering it to a new owner may create a burden on the registration authorities.

If a separate service is created to deal with PMD issues, this will require additional expenses from the federal budget. The authorities considered such expenses inappropriate.

Earlier, the government supported a bill on penalties in the form of a fine of 30 thousand rubles for driving a PMD while intoxicated.
