Russian Cabinet supports stricter liability for e-scooter drivers

The Russian Cabinet has supported a bill that provides for stricter liability for drivers of e-scooters and other personal mobility devices (SIPs), including monowheels, gyroscooters, and skateboards.

The document was sent to the government for conclusion by Senator Artem Sheikin. The bill provides for a fine of up to 30,000 rubles for driving an e-scooter while intoxicated. In addition, Russians face a penalty in the form of a fine of 800 rubles to 5,000 rubles for exceeding the speed limit set for SIPs.

Sheikin proposes to set a fine of 2,000 rubles for riding an e-scooter in pairs. If the owner of the SIP leaves the scene of an accident, he will have to pay 5,000 rubles. The conclusion of the Cabinet notes that the draft law needs to be finalized taking into account statistics on accidents involving e-scooters.

Earlier, law enforcement officers in the capital proposed to prohibit Russians under the age of 18 from driving e-scooters and other SIPs.
