GLONASS will be able to control the speed of electric scooters throughout Russia – Ministry of Transport project

The possibility of controlling other rental personal mobility devices is also being considered.

The Ministry of Transport has come up with a way to limit the speed of rental electric scooters and other personal mobility devices (PMD) in Russia.

The ERA-GLONASS state information system will help. The corresponding draft government decree has been published on the Federal Portal of Draft Regulatory Legal Acts.

The first speed limits for rental electric scooters in 2023 were successfully tested in Moscow in pedestrian zones. <br>

The system will transmit information to rental electric scooters and other PMDs that they are entering pedestrian paths, roads, public areas, specially protected objects. And automatically reduce their speed to an acceptable level within the framework of Russian legislation.

Now, according to the traffic rules for PMDs in Russia, a speed of up to 25 km/h is allowed, and when entering pedestrian zones, owners of this type of transport must reduce their speed. But in practice, these traffic rules are not always followed.

According to road accident statistics in Russia, in 2022 there were 941 accidents involving PMDs. 19 people died, 976 were injured. Most of the accidents involve electric scooter riders running into pedestrians.
