Vietnam and Russia have many points of contact; for example, the countries can unite in the field of cybersecurity. This opinion was expressed by the Deputy Dean of the Faculty of International Relations and Communications of Ho Chi Minh City University of Foreign Languages and Information Technology (HUFLIT), Thai Hoang Hanh Nguyen, at the conference "Russia and ASEAN in the Asia-Pacific Region: Dynamics of Interaction, Regional Processes, and Global Context." Thai Hoang Hanh Nguyen believes that Vietnam and Russia adhere to similar principles in ensuring digital sovereignty. In particular, her country develops cybersecurity technologies based on state infrastructure.

In addition, there are overlaps in the regulatory framework — in 2026, Vietnam adopted a cybersecurity law, and in Russia, the law on critical infrastructure has been in effect since 2017. Authorities in both countries require companies to localize users' personal data, emphasized the university representative.

The expert also announced a number of areas for cooperation. These include data exchange on threats for early warning of incidents, protection of banking and financial systems, and training of cybersecurity specialists, including programs for small and medium-sized businesses.

The National Cybersecurity Association of Vietnam reported that in 2025, more than 550,000 cyberattacks were carried out on the country's information systems. The number of organizations that suffered damage from hacking increased to 52.3%. At the same time, over 47% of organizations complained about a shortage of cybersecurity personnel.

According to the Solar 4RAYS Cyber Threat Research Center, in Russia in 2025, 9.3 million cases of malware infections were recorded in almost 40 thousand organizations. The average number of hacker attacks per company increased by 51%, to 158 incidents.
