Previous Procurement Rules Retained for Russian Microchips Until 2031

Russian microchips already included in the register of domestic industrial products will be able to retain the right to participate in certain procurements until the end of 2031, even if the registry entries do not contain information about localization scores. The transitional rule is provided for by Government Decree No. 1201 of September 21, 2026. The document will come into force on January 1, 2027.

The preferential period applies to integrated electronic circuits specified in the relevant positions of the annexes to Government Decree No. 1875. The main condition is that the entry in the register must be formed no later than December 31, 2026, inclusive.

Such entries can be used for procurements for which notices are posted in the Unified Information System, invitations are sent, or contracts with a sole supplier are concluded no later than December 31, 2031.

However, this rule does not mean that all Russian microchips will automatically receive the right to participate in procurements under the previous conditions. It applies to specific product categories and entries formed within the established timeframe.

Separately, the government is changing the requirements for confirming the Russian origin of other industrial products. Decree No. 1201 also provides for an increase in the minimum mandatory share of purchases of Russian input and output devices from 30 to 50%, and for multifunctional devices that print, copy, scan, and receive or transmit fax messages, it sets a quota of 50%. These changes will also come into effect on January 1, 2027.

It is expected that the period will help manufacturers and customers adapt to the new requirements for confirming the Russian origin of products. The procedure takes into account not only operations performed in Russia but also the use of domestic components and Russian developments.
