"Modified open source" will not pass: "R7" and experts from the Ministry of Digital Development discuss criteria for Russian office software

The transition to domestic IT solutions is stalling due to costs and technical difficulties

The company "R7" (developer of the cross-platform application suite "R7-Office" for working with office documents) is discussing with the expert council under the Russian Ministry of Digital Development unified criteria for recognizing an IT product as Russian. This was stated by the company's CEO, Evgeny Shelkovnikov.

According to Shelkovnikov, it is necessary to clearly distinguish between domestic software and "modified open source". The criteria should be deeper and reflect the contribution to the product's added value. For example, a software provider may be obliged to ensure the entire cycle of work on an IT solution and control its quality, he emphasized.

Behind the vendor there should be a development team, a support team, an education program.

Shelkovnikov noted that the share of Russian solutions in critical information infrastructure is "very high". However, the mass market is only just beginning to switch to domestic software.

The process is hampered by technical difficulties, explained the top manager. Since all customer infrastructure was previously built on Microsoft products, switching to new solutions is "difficult and costly". At the same time, Shelkovnikov admitted that such a transfer is necessary.

The register of Russian software has been in operation since January 2016. Since March 1, 2026, requirements for software compatibility with at least two Russian general-purpose operating systems (OS) from a special list of the Ministry of Digital Development have been introduced.
