The Ministry of Energy proposed to transfer the Trassa gas station network to external management to ensure the safety of oil product storage facilities. RBC reported this, citing sources. The decision has not yet been made; the transfer of assets to one of the vertically integrated companies is being considered.
The initiative came before the detention of top managers and co-owners of Eurotrans, which owns the network. Law enforcement officers uncovered fuel theft belonging to the Main Directorate of the Ministry of Internal Affairs for the Moscow Region.
On August 24, the President of the Russian Federation signed a decree allowing critical infrastructure facilities to be transferred to temporary state management if their owners fail to ensure their safety. The norms apply to facilities in the fuel and energy complex, industry, communications, housing and communal services, and transport and logistics infrastructure.
Transfer to external management is a mechanism that can be applied to other fuel and energy complex facilities. For the market, this is a signal: fuel storage safety is becoming a priority, and owners may lose control if they do not ensure it. The RSPP called for clarifying the wording of the decree to ensure uniform and transparent application of the norms.
