Google's new rules may prevent the free installation of Russian mobile applications on Android. This was stated by the head of the Ministry of Digital Development, Maksut Shadaev. Developers whose programs have already been removed from app stores are primarily at risk. The Ministry is assessing the risks and preparing proposals to minimize them in cooperation with the industry.
The Android Developer Verification mechanism has been implemented in stages since August. It verifies the origin of the application. To install software from an unverified developer, the user will have to change device settings, pass biometrics or enter a lock password, confirm voluntariness, restart the smartphone, and wait 24 hours. Then, they need to return to the settings and select the permission duration: a week or indefinitely.
Google explains the measure as a fight against malicious software. From September 30, the rules will take effect in Brazil, Indonesia, Singapore, and Thailand, and will be extended to other countries in 2027. For Russian users, this means an additional barrier where alternative app stores do not yet cover the entire demand.
