The Ilsky Refinery in Kuban is capable of processing up to 6.6 million tons of oil per year, which corresponds to approximately 2.5% of Russia's primary oil refining volume for 2024. The actual load of the enterprise in that year was lower — about 4.7 million tons, or approximately 1.8% of the national indicator. The plant is among the largest independent oil refining enterprises in the Southern Federal District and is located in the village of Ilsky, Seversky District, Krasnodar Krai.
The history of production at the site began in 1980, when the Azov-Black Sea Federal Road Construction Department operated an enterprise here, producing road and construction bitumen.
In the early 2000s, the site began to be transformed into a full-fledged refinery: in 2002, the bitumen unit was reconstructed into an atmospheric oil distillation unit AT-1, and in subsequent years, new capacities appeared. The legal entity OOO "KNGK-INPZ", which owns the plant, was registered in February 2007.
A key leap occurred in 2020. The enterprise commissioned the ELOU-AT-6 unit with a capacity of 3.6 million tons of oil per year, after which the total productivity increased from 3 to 6.6 million tons. At the same time, the plant gained connection to the main oil pipeline system: the constructed Novovelichkovskaya — Krasnodar branch, 21 km long, allowed for oil supplies through the Transneft system, and the throughput of the acceptance and delivery point increased to 3 million tons per year.
Currently, the production complex includes six primary processing units: from small AT-1–AT-4 to AT-5 with a capacity of 1.8 million and ELOU-AT-6 with a capacity of 3.6 million tons per year.
The maximum actual processing volume in the entire history of the enterprise was achieved in 2023 — 5.285 million tons. In 2024, the indicator decreased by approximately 11%, to 4.7 million tons. For comparison, all primary oil refining in Russia in 2023 amounted to 275 million tons, and the estimate for 2024 is about 266.5 million tons. Thus, the actual processing of the Ilsky Refinery in 2023 corresponded to approximately 1.9% of the Russian volume, and in 2024 — about 1.8%. When operating at full design capacity, the share could reach approximately 2.5%.
At the same time, the Ilsky Refinery long remained primarily a primary processing enterprise: its main products include stable gasoline, gas condensate distillate, and fuel oil. The second stage of modernization provides for the construction of a complex for the production of motor gasoline and aromatic hydrocarbons with a capacity of 1.52 million tons of raw materials per year. Initially, its launch was planned earlier, but later the deadlines were shifted to 2027 due to the equipment supply schedule.
Another important change occurred after the completion of the main expansion stage. On September 15, 2025, 100% of the authorized capital of OOO "KNGK-INPZ" was transferred to Moscow-based OOO "Orion". Before the deal, the ultimate beneficiary of the enterprise was Yuri Shamara. According to the Unified State Register of Legal Entities, the owner of "Orion" is Anastasia Puchkova.
