Solar Group, part of Rostelecom's structure, has begun to include artificial intelligence restrictions in all new contracts with contractors. Neural networks can be used, but the customer must know in advance which specific model will be applied and for what tasks.
The consequences of unauthorized AI use can be severe: the cost of work may be reduced by 30%, the contractor may be forced to redo everything without a neural network, or the contract may be canceled altogether. One such clause has already appeared in the draft contract for modernizing a secure network for the Prosecutor General's Office.
The reason is not only possible model errors but also the risk of sensitive data leakage to external services. If AI application is approved, the result must be manually checked, and the contractor must specify where exactly the neural network was used. Transferring the obtained information for model training is also prohibited.
However, controlling this rule will not be easy. Experts note that there is no reliable way to identify generated code: a developer can rework it manually, after which proving AI involvement is almost impossible. Lawyers also admit that a 30% reduction in cost in a dispute may be recognized as a penalty and reduced by the court.
