The Russian government will consider introducing temporary management at enterprises that have repeatedly been pointed out for shortcomings in ensuring safety, First Deputy Prime Minister Denis Manturov told TASS at the Eastern Economic Forum.
According to him, there are enterprises that have already been pointed out for shortcomings in safety work and the restoration of damaged facilities. Manturov did not disclose their names but emphasized that issues concerning them would be considered first. Specific steps to enhance the safety of such facilities will be discussed behind closed doors. Manturov noted that Russia has extensive experience in protecting critical facilities.
Temporary management will be introduced if the owner neglects safety measures, fails to implement them in a timely manner, or violates standards. At the same time, on September 1, President Vladimir Putin ruled out nationalization – the decree on the protection of critical infrastructure is aimed at combining the efforts of the state and business. The document was signed on August 24.
The first step is a constructive dialogue with the owners, Manturov stated. Strict measures will follow only if the owner deliberately and repeatedly fails to comply with the decisions of the Unified National Center, regional headquarters, law enforcement agencies, and the government sub-commission. Temporary management does not mean nationalization or a change in ownership: it will be terminated after the threats are eliminated.
