Russian Post proposed lifting regulatory restrictions that prevent the placement of marketplace order pickup points (OPPs) involving self-employed individuals in its branches, Interfax reports, citing a source. Currently, only full-time employees of the operator handle parcel delivery.
Current regulations guarantee the secrecy of postal communication, which means only Russian Post employees can work on the premises of its branches. This makes it impossible to organize separate OPPs and attract self-employed individuals, even though placing these points inside branches is more economically viable than standalone ones. Russian Post proposed allowing the involvement of self-employed workers in all production areas.
The issue was discussed in May with representatives from the Ministry of Economic Development, the Ministry of Digital Development, and ANO "FCK". The meeting participants decided that the proposal requires detailed elaboration, noting that multi-brand and multi-format mechanisms are also applicable to Russian Post. A law adopted earlier in July already allowed the operator to engage subcontractors for certain tasks, with the exception of pension and benefit delivery.
