AI to be sent for spiritual review: models to be tested for traditional values

Independent laboratories will be able to conduct the examination, and criteria will be prepared by the Ministry of Digital Development, FSB, and FSTEC

Russian AI models claiming national or sovereign status may begin to be checked for compliance with legislation and traditional spiritual and moral values. According to the discussed scheme, developers will be able to transfer such expertise to accredited testing laboratories, and the final decision will remain with the Ministry of Digital Development.

Special benchmarks are planned to be developed for verification. Laboratories will analyze neural network responses, filtering mechanisms, and resistance to bypassing restrictions, including through prompt injections. The developer will need to provide information about the model's architecture, its creators, and the protective mechanisms used.

There are no plans to formulate traditional values separately – their list is already enshrined in a presidential decree. The task of regulators and businesses is to transform these concepts into measurable testing criteria. The Ministry of Digital Development, FSB, and FSTEC are participating in the preparation of requirements.

The check should not be mandatory for all neural networks on the market. It will primarily be required for models that want to obtain national or sovereign status, and with it – access to state support measures, state data, and priority application in certain areas.

Currently, the structure has not yet been finally approved. The package of by-laws is undergoing interdepartmental coordination, and requirements for laboratories and testing methods are being finalized jointly with IT companies. Experts consider it crucial to make the criteria as transparent and reproducible as possible so that the assessment does not depend on subjective interpretation.
