The Ministry of Industry and Trade fined NPP "Aviatsionnaya i Morskaya Elektronika" (NPP "AME") 257.1 million rubles – the full price of the state contract for the development of gas-discharge video modules for special equipment, CNews reports. The third stage of the R&D project "Display-I7" was supposed to be completed by November 20, 2019, but as of May 26, 2026, the work had not been completed. The delay amounted to almost six and a half years.
The contract for 257 million rubles was concluded in October 2017. The first two stages were completed on time, but the third remained unfulfilled. The total amount of the penalty, according to the department's calculations, reached 394.9 million rubles, but according to the contract rules, the fine cannot exceed the cost of the work, so the penalty was limited to 257 million rubles. In fact, the enterprise was fined the full cost of the state contract.
NPP was required to develop gas-discharge video modules to replace American PLANAR displays. There were no domestic analogues at the time of the contract. The products were intended for special equipment operating in harsh conditions and were supposed to work without external cooling and heating.
Gas-discharge video modules are used in the cockpits of combat aircraft and helicopters, where they display flight, navigation, and weapon data. They are also used in ship and submarine weapon control systems, displaying tactical situations and targeting. In addition, such displays are installed in ground mobile control points and protected equipment operating in extreme conditions – with high vibration, overloads, and a wide temperature range. Without external cooling and heating, such modules must ensure readability of information in bright sunlight, which is critical for combat use.
