Owners of cars imported from abroad may be exempted from fines for delays that are beyond their control. According to TASS, Deputy Leonid Slutsky appealed to Interior Minister Vladimir Kolokoltsev with a proposal to change the procedure for counting the 10-day period for vehicle registration.
Currently, the period begins immediately after customs clearance. However, delivery of a car, for example, from China to Moscow or St. Petersburg, can take from 14 to 30 days. If the car arrives even a couple of days later than the legally established period, the citizen automatically becomes an offender and risks receiving a fine of 1.5 to 2 thousand rubles, Slutsky pointed out.
The parliamentarian emphasized that the current system punishes citizens for circumstances they cannot control. Deputies propose counting the 10 days from the moment the car is actually received – when the owner signed the acceptance certificate, and not when the car legally passed customs. The initiative eliminates the legal vacuum in which thousands of buyers of Chinese and European cars find themselves today, whose goods are still physically on the way, but the fine is already accruing.
