The State Duma has adopted a law that introduces rules for labeling audio and video materials created using artificial intelligence technologies. The document was approved immediately in the second and third readings; it will become part of the basic law on AI development in Russia.
Now users will be able to indicate that the material was created using a large fundamental AI model. This refers to generated images, videos, and audio. The format of such labeling will be determined by agreements between AI service developers and users.
Large internet platforms with an audience of more than 500,000 users per day will have a new obligation — to provide the technical capability to place such warnings on users' personal pages.
The law also defines key concepts in the field of AI and establishes principles for its regulation: technological independence, security, protection of human rights, and the development of domestic technologies.
In addition, the government will be able to determine support measures for the creation and implementation of large fundamental models, and in certain areas — to establish requirements for the use of only Russian or sovereign AI systems.
The new rules should create a legal framework for AI development in Russia and at the same time reduce the risks of disseminating materials created without indicating the involvement of artificial intelligence.
