"Lotteries of Moscow," which manages Stoloto kiosks, has received a virtual mobile operator license. It will allow the company to sell communication services under its own brand, using the network of one of the major operators.
The document was issued on May 18. The company must launch services no later than May 2028, Forbes writes. S8 Capital has not yet officially commented on the plans.
Experts believe that SIM cards could become part of a loyalty program: through them, lottery results, bonuses, and personalized offers could be sent. For the lottery business, this is also its own communication channel with the Stoloto audience, estimated at 40 million people.
There is also a more down-to-earth scenario – connecting lottery terminals across the country to their network. The launch could require from tens of millions to 1-2 billion rubles, depending on how deeply the company will build its own telecommunications infrastructure.
