Oryol Region Introduces Fueling by License Plate Schedule

The authorities of the Oryol Region have decided to radically change the retail fuel sales scheme to stabilize the situation in the regional market. Starting July 4, 2026, a strict schedule for dispensing gasoline will be introduced at 57 key network gas stations in the region, tied to the first digit of the vehicle's state registration plate.

Governor Andrey Klychkov clarified that the main goal of the emergency innovation is to curb the activities of resellers and eliminate artificial speculative demand.

According to the proposed scheme, starting July 4, cars with license plates beginning with 0 and 1 will be able to refuel on Sunday, those with 2 and 3 on Monday, those with 4 and 5 on Tuesday, and so on, in order up to 9.

However, the strict regulations will not affect vehicles of emergency, social, and utility services – they will continue to refuel out of turn and without limits.

A special regime will be provided for transit vehicles registered in other regions: three specialized gas stations will be allocated for them in Oryol, operating outside the general schedule.
