After a failed first quarter, state procurement of corporate VPNs and secure networks returned to last year's level. From January to May, 2.08 thousand procedures worth 10.3 billion rubles took place: the number of procurements increased by 5%, but their total cost decreased by 9.6%.
Demand never disappeared — tenders simply shifted to spring. Experts attribute this to the late allocation of budgets, new requirements for the register of Russian software, and the fact that VPNs are increasingly being allocated to separate lots, rather than hidden within large IT contracts.
Companies with state participation showed the main activity: the share of procurements under 223-FZ increased from 9% to 12%. At the same time, there are few options to choose from: the number of regular suppliers decreased from 167 to 144, and on average only 1.1 participants apply for one lot.
In the second half of the year, the market may face a new wave of expenses. Experts associate it with the transition to post-quantum algorithms and stricter requirements for cryptographic equipment — companies may have to change secure gateways.
