Starting July 1, Russia will launch an experiment for citizens living or temporarily residing abroad. The goal is to provide them with access to public services and the ability to obtain certificates for electronic signatures while overseas. The government has already approved the rules, timelines, and countries where the new scheme will be tested.
The experiment will run from July 1 until the end of 2027. It will be conducted in institutions subordinate to the Russian Ministry of Foreign Affairs, as well as Rossotrudnichestvo.
Sites will be established in Armenia, Vietnam, India, Indonesia, Kazakhstan, Kyrgyzstan, China, Malaysia, UAE, Serbia, Turkey, and Uzbekistan.
The authorized multifunctional center in the Nizhny Novgorod region will handle the technical processing of applications from Russians. The Ministry of Foreign Affairs will coordinate all work.
The Pension and Social Insurance Fund of Russia and, on a voluntary basis, JSC "Analytical Center" will also participate in the experiment.
The readiness of premises abroad and the security of communication channels will be checked by the Russian Federal Security Service.
