Servers vs. VPN: Runet blocking systems are being prepared for large-scale expansion

TSPU integrator will purchase at least 154 servers for 1.3 billion rubles

The company "Data - Processing and Automation Center" is preparing a large purchase of servers for internet traffic filtering systems. DCOA belongs to "Rostelecom" and acts as a key integrator of TSPU complexes, which are installed on the networks of Russian internet providers.

The initial contract price is 1.31 billion rubles. The supplier must transfer at least 154 servers to the customer in a single delivery by August 14, 2026. The equipment is planned to be delivered to a warehouse in Moscow.

The servers are needed for the operation of deep traffic filtering systems. Such complexes are used to block prohibited resources, restrict access to blocking circumvention services, and process traffic within operator networks. The technical specifications indicate powerful Intel Xeon Gold Emerald Rapids generation processors, at least 1 TB of RAM, and the mandatory presence of equipment in the register of Russian industrial products of the Ministry of Industry and Trade.

The purchase is taking place against the backdrop of increasing load on the filtering infrastructure. According to market participants, if there is a lack of capacity, some traffic may go directly, which reduces the effectiveness of blocking. In the spring of 2026, due to similar problems, some previously blocked resources temporarily became available in Russia.

A separate focus is the fight against VPNs. To increase the effectiveness of restrictions, authorities need new high-performance servers. Earlier it was reported that by 2030, the capacity of TSPU devices is planned to be increased by 2.5 times, and the total system throughput should reach 954 Tbit/s.

The expansion of the infrastructure can strengthen control over internet traffic, but at the same time increases the burden on operators and developers. Russian IT companies have already complained about problems with access to foreign repositories, libraries, and development services amid restrictions on VPN traffic.
