"Bomber" on a light-engine aircraft transported passengers near Krasnoyarsk without an operator's certificate

Transport prosecutor stopped illegal flights on Cessna

The Krasnoyarsk Transport Prosecutor's Office stopped illegal air transportation at the Voznesenka landing site in the Beryozovsky district of Krasnoyarsk Krai. During an inspection conducted jointly with the police and Rostransnadzor, it was found that the owner of a light-engine Cessna aircraft charged passengers without the mandatory operator's certificate – a document confirming that an airline or private carrier meets safety requirements.

This refers to commercial flights on an aircraft that was registered as private. An operator's certificate requires an approved maintenance program, safety control procedures, and liability insurance for passengers. Without it, paid flights are a direct violation of the Air Code, posing a threat to people's lives.

The transport prosecutor filed a lawsuit with the Sovetsky District Court of Krasnoyarsk demanding that the aircraft owner be prohibited from any commercial transportation until the necessary permit is obtained. The case is under the supervision of the oversight agency.

Cessna is a line of American light-engine aircraft, the most popular models of which are designed to carry two to four passengers along with the pilot. Such aircraft are often used in general aviation for charter flights, air taxis, and sightseeing flights – and it is in this segment that violations related to the absence of an operator's certificate are most often encountered.
