Yekaterinburg city authorities continue to tighten the noose around users of personal mobility devices. In June, 6 more areas in the central part of the city will be added to the existing 22 zones of complete prohibition. The restrictions will affect Lenin Avenue, Kuznetsova, Pervomayskaya, Bazhova, Vostochnaya, and Brat'ev Bykovy streets. Signs 3.35 "Movement of personal mobility devices prohibited" will be installed there, completely blocking entry for electric scooters, segways, unicycles, and electric bicycles.
The first wave of prohibitions covered the center back in April: then 82 signs were placed in the block of Vainera, Gorky, Pushkina, Malysheva, and Anton Valek streets. Now, according to the mayor's office, there are 22 zones in the city where the use of any personal mobility devices is completely prohibited – when entering such areas, rented scooters are forcibly disabled. At the same time, speed limits are being introduced on central streets, and the total number of kicksharing scooters is being reduced to 15 thousand.
The effectiveness of the measures is confirmed by State Traffic Inspectorate raids. In late May, near the Main Post Office, 52 electric scooter violators and 18 cyclists were stopped in two hours. One of those detained, a minor, crossed the roadway on a rented scooter and narrowly avoided being hit by a car. He was handed over to his parents. The fine for moving in a prohibited zone is from 500 to 800 rubles, for riding an electric scooter – 5 thousand rubles, and for transferring control to a minor – 10 thousand rubles.
The problem of accidents involving personal mobility devices is nationwide. As Izvestia previously wrote, Russia is preparing to introduce mandatory state registration of personal mobility devices, create a unified register, and identify users. A complete ban on the use of electric scooters by persons under 16 years of age is also being considered.
