During the upcoming election campaign, the CEC may contact Roskomnadzor to restrict access to resources that disseminate illegal election materials. This may be necessary due to information attacks, which are mainly carried out from outside, said CEC Secretary Natalia Budarina.
Budarina reminded that, according to the law, the CEC of the Russian Federation and election commissions of constituent entities have the right to appeal to Roskomnadzor with requests to restrict access to information resources. This refers to websites and other resources that disseminate information about elections in violation of the law or post illegal campaign materials.
As for the upcoming elections, we admit, of course, that we will resort to this measure during the upcoming election campaign, as we are working under conditions of constant information attacks, mostly externally inspired.
The CEC considers blocking as a tool for cases where a violation requires a proportionate response and other methods are no longer sufficient.
According to Budarina, such cases have already occurred in practice. In particular, the CEC contacted Roskomnadzor after discovering a fake commission website. This resource was promptly blocked.
The CEC and Roskomnadzor have already concluded an agreement on cooperation. The Commission has also identified employees who can appeal to Roskomnadzor with such requests when necessary. According to the adopted resolution, Elmira Khaymurzina and Natalia Budarina herself will be such authorized members.
