Russian Ministry of Industry and Trade narrows import: laptops, computers, and SSDs under fire

New rules come into effect on May 27, 2026

The Russian Ministry of Industry and Trade has decided to remove computers and storage devices from a number of foreign manufacturers from the list of goods for parallel import. The new rules will come into effect on May 27, 2026.

The restrictions apply to equipment from the following brands:

  • Acer
  • Adata
  • AIC
  • Apacer
  • Asus
  • Cisco
  • Fujitsu
  • Hewlett Packard (HP)
  • Hitachi
  • HPE
  • Hynix
  • IBM
  • Inspur
  • Intel
  • Kingston
  • Samsung
  • Sandisk
  • Toshiba
  • Transcend
  • xFusion

This refers to laptops, personal computers, and storage devices that could previously be imported into the country without the copyright holder's permission. The corresponding changes have been made to Order No. 4769 of the Ministry of Industry and Trade dated September 26, 2025, and apply to products under EAEU HS codes 8471 49 000 0 and 8471 70.

The department explains that such decisions are made based on an analysis of the market situation. Goods may be excluded from the list if alternative supplies or analogues appear on the market, including from friendly countries. At the same time, the parallel import mechanism itself remains and will continue to operate in 2026.

Experts warn that the changes may affect the market: some familiar equipment may become more expensive or temporarily disappear from sale if it was previously supplied through parallel schemes. This could affect both ordinary users and businesses, including telecom operators.

Earlier, the Ministry of Industry and Trade had already introduced similar restrictions. In 2025, HP and Fujitsu products were excluded from the list – including laptops, system units, and portable computers.
