AI in election campaigns allowed in Russia - but with an important condition

New norms introduce mandatory consent for the use of digital images in election campaigns

It is now possible to use artificial intelligence in election campaigns, but there are a number of nuances. Senators have approved a law that introduces a clear rule: images and voices of individuals created with AI are allowed only with their written consent. The Federation Council has adopted a law regulating the use of such technologies in campaign materials.

According to the document, the image or voice of an individual may be used in campaigning if that person is a citizen of Russia, is 18 years of age or older, and has given written consent for its use.

At the same time, electoral associations will be able to use the AI-generated image and voice of the candidate they have nominated.

The candidate himself also gains the right to use generated technologies – for example, to use his own image or voice created by AI, including in materials distributed to a wide audience.

The law separately stipulates a requirement for cases where the image or voice of a person affiliated with a foreign agent is used. Such materials must include an indication of this affiliation.
