Russia Approves Updated GOST for Vapes: What Will Change in Packaging, Liquid Volume, and Shelf Life

Rosstandart has set technical requirements for cartridges, disposable systems, and labeling

Rosstandart has approved changes to the GOST standard for electronic nicotine delivery systems and their liquids. The new edition of the standard describes several technical parameters: permissible liquid volume, shelf life, packaging design requirements, and placement of warning labels.

The key change is the standardization of volume. For cartridges, a limit of up to 2 ml has been set; for disposable electronic systems, up to 10 ml; and for refill bottles, up to 30 ml. The maximum shelf life of products is set at two years. For manufacturers, this means the need to more precisely control formulations, composition stability, container integrity, and storage conditions.

A separate section concerns industrial design. Fictional characters cannot be used on packaging and device bodies, and the devices themselves must not imitate toys, sweets, or drinks. This will require a review of visual layouts, molds, labels, and production documentation.

For the first time, requirements for warning labels have been enshrined at the standard level.

For manufacturers, this means implementing unified labeling layouts and updating printing lines. The GOST also forms the basis for unifying quality control, including the conformity of liquid compositions to declared characteristics and the stability of electronic components.

It should be noted that earlier, State Duma Chairman Vyacheslav Volodin announced that in May, deputies plan to come up with a decision on an amendment proposing to grant regions the authority to ban the sale of vapes.
