Self-ban on online lotteries may be introduced in Russia: how it will work

The mechanism is proposed to be implemented through "Gosuslugi" or MFC

Online lotteries may become less accessible - at the request of the users themselves. The State Duma has proposed introducing a mechanism for voluntary prohibition: people will be able to restrict their participation in such games. The initiative was put forward by the head of the State Duma Committee on the Development of Civil Society, Yana Lantratova (Fair Russia).

Lantratova sent a corresponding letter to the Minister of Finance Anton Siluanov. The document is available to Vedomosti.

The letter notes that participation in online lotteries has become too simple and accessible. This increases the risk of impulsive spending, as well as the involvement of people prone to addiction.

According to Lantratova, the state is already moving towards protecting citizens in the field of gambling, but there is no such mechanism for online lotteries yet.

It is assumed that a person will be able to apply for a self-ban on online lotteries through "Gosuslugi" or MFC. A representative of the Unified Gambling Regulator said that the company is ready to participate in the development of the mechanism. The Ministry of Finance noted that they will consider the proposal in the prescribed manner after its receipt.

On September 1, 2026, the law on self-ban on gambling will come into force. As Amir Khamitov, Deputy Chairman of the State Duma Committee on Sports, explained, bookmakers, sweepstakes and other companies will be prohibited from accepting bets and money from citizens who have applied for inclusion in such a list.
