Flying Overseers for Russian Colonies: Ministry of Justice Considers Drone Concept for Perimeter Security

Cadets of the Voronezh Institute of the Federal Penitentiary Service are already assembling drones from scratch and learning how to work with them

The Ministry of Justice of Russia is considering the concept of introducing drones into the security system of correctional colonies. This was reported by the program "Vesti-Voronezh." While no decision has been made, cadets of the Voronezh Institute of the Federal Penitentiary Service are preparing in advance: in the laboratory of unmanned aerial systems, they assemble drones from scratch on 3D printers and learn to control them on simulators. If the Ministry of Justice approves the concept, the laboratory will become part of the official curriculum and the institute will begin training UAV operators to work in colonies.

How drones are planned to be used in colonies

Sergey Kobzisty, Head of the Department of Technical Security and Communication Complexes of the Voronezh Institute of the Federal Penitentiary Service, outlined three scenarios for use. Patrolling the perimeter according to a pre-set program or when sensors are triggered. Escort during escapes. Work at exchange points.

Regular attempts to drop illegal items into the territory of the colonies via drones make countering drones no less important a task than their use, the institute notes.

The drone production process in the laboratory takes from 10 minutes to 6 hours. The cadet draws a model in the program, sends it to 3D printing, then assembles the body, inserts the board, motors, screws and, if necessary, a reset device. After assembly - programming. Beginners start with a simulator: a remote control is connected to the computer, and real flight conditions with obstacles are reproduced on the screen.

At the same time, cadets study systems for countering other people's drones: radio search devices that find drones by radiation, and communication jammers with a range of up to a kilometer. The laboratory works as an elective - at will, but the number of participants is growing monthly.

The Voronezh Institute of the Federal Penitentiary Service is preparing for a possible decision by the Ministry of Justice in advance - technology development and operator training are carried out in parallel with the approval of the concept. If drones enter the colony security system, the institute will be the only educational institution in Russia with a ready-made training program for UAV operators for the penitentiary system.
